<p>Internal Revenue Service chief Steven Miller may have been among the first people to be blamed for a scandal now consuming the agency and buffeting the Obama administration, but at least one powerful House Republican is confident he won't be the last.</p>

<p>The U.S. House voted along party lines, 221-207, to allow the U.S. Treasury to continue borrowing money to pay the interest on the debt and Social Security obligations if Congress fails to raise the debt ceiling when it hits its limit later this year.</p>
<p>The House GOP-backed bill was partly a political exercise in an ongoing effort to shift blame towards Democrats if Washington can't reach an agreement to raise the debt ceiling. The legislation stands no chance in the Democratic Senate and President Obama opposes it.</p>
